See how Sirach omits Ruth, Songs, Esther, and Daniel, indicating that in the 2nd century there were still diverse groups with different criteria for sacred writings or liturgical writings or holy hymns for use in synagogue. Consider writings and "all kinds of other things by reason of which knowledge and piety are increased and brought to perfection," -Philo of Alexandria. Later see 2 Esdras or Rabbi Akiva for a variety of samples of how the Torah was fixed, with the Prophets mostly fixed, and the Ketuvim still debated up to 6th century.
